The Anacostia River effectively splits Washington into two separate and unequal parts. To its north and west, the monuments of the federal city and the disproportionately white affluent neighborhoods of NW. To its south and east, some of the poorest and blackest neighborhoods in the city and large disruptive municipal agencies like the water treatment plant. Cut off physically and psychologically from the rest of Washington, these “East of the River” communities have suffered from political neglect, economic deprivation, and social isolation. Was this always the case?  How did it become so?  Dr. Musgrove will answer these questions through an exploration of the history of the term “east of the river.”
